Admission to Raffles College of Higher Education is opened to all individuals regardless of sex, race, religion or nationality. Selection for admissions is based on an overall assessment of the individual's potential and merits.
For International Students
International students are advised to submit their applications three months before commencement of the term to ensure sufficient time to apply for a Student Pass. Travel and accommodation arrangements can be made prior to arrival.
For confirmation of your application into Raffles College of Higher Education, application fee of S$500 (excluding GST) is to be made payable with submission of application documents. Application fee is non-refundable and non-transferable.
Course fees exclude materials and textbooks required for their area of study.
All international students are required to apply for a student pass under Immigration and Checkpoints Authority (ICA).
This process normally takes a minimum of 4 weeks. Student Pass holders are not allowed to work or apply for part-time studies in the country.

All courses at Raffles College of Higher Education are conducted in English. Students must have the ability to speak and write fluently in English.
Students who do not fulfil the minimum English requirement will be placed in RCHE's English as a Second Language (ESL) programme.
This course will provide students from different language backgrounds with communicative skills in the English language to allow them to excel both academically and professionally. There are two levels in this course; Foundation English and Advanced English. The course will enable students to interact successfully in English and provide them with a solid foundation to help them prosper in an English-speaking environment. Upon enrolment, students will need to sit for a placement test to determine which of the two levels within the course they are most suited to.
Students gradually develop their ability, from simply understanding and responding to following main ideas and picking out important details in such texts. They should be able to convey their main ideas clearly and grammatically in writing and speaking tasks, and will develop a grasp of new vocabulary words that will enable them to perform writing and speaking tasks suited to specific purposes and their respective majors. Students should be able to communicate with some confidence on matters related to their interests and professional field, and listeners should be able to understand information about business or design topics, identifying both general messages and some specific details in oral discourse.
Students will enhance their study skills as well as develop academic research skills, including paraphrasing, synthesising information from multiple sources and referencing using the APA style format. They will also continue to improve on their communications skills in the context of their respective majors, demonstrating increasing confidence in speaking at length on a topic of interest, as well as effectively using a variety of visual aids to enhance their delivery and message.
Listeners should be able to understand information about business or design topics, identifying both general messages and some specific details in oral discourse. Finally, students will be trained in IELTS exam-taking strategies, in the event that any should decide to take the international exam. Upon completion, you will be awarded Certification of Achievement in English Language - Advanced.
Students who wish to transfer to another course within RCHE must complete the Request for Transfer of Course form, obtainable from the Student & Administration Services Department, 30 days prior to the commencement of new term. A transfer fee of S$200 will be levied. A student is allowed to transfer between courses within RCHE only once with the approval from both Programme Directors.
Course Fees will be re-calculated based on the new course from the effective month of transfer, taking into consideration of exemptions from previous course. The new Course Fee will be paid according to the new payment schedule. No refund will be made for discontinuation of studies in the old course before the transfer.
As a result of this transfer, student may require more than three years to complete the studies. For Student's Pass holders, any extension required is subjected solely to the approval of the Immigration & Checkpoints Authority (ICA).
If application for renewal is not approved, the School will submit an appeal for the first instance. If this is not approved, students may have to discontinue their studies, and may be expected to leave Singapore at short notices. In such an event, students may approach the Student & Administration Services Department for further advice.

For withdrawal, student will complete the Application for Withdrawal from Course form, obtainable from the Student & Administration Services Department. The student will be interviewed by the Student & Administration Services Manager.
The School will consider each application on a case-to-case basis. An administration fee of S$200 will be levied. On approval of the withdrawal, student must return the locker key, Student ID card and any borrowed materials from the School to the Student & Administration Services Department.
The School will issue a Letter of Withdrawal and international student has to surrender his/her Student's Pass to ICA. In addition, any outstanding payments and Course Fees owing to the School must be settled in full. The School will not issue any transcripts and/or certificates to students who have outstanding payments with the School.

S$500 is payable upon submission of the course application form and is valid for 1 year for student who defer. It is non-refundable and non-transferable.In the event that the Student pass application is rejected by the Immigration and Checkpoints Authority (ICA), the S$500 will not be refunded.
All course fees, retaking fees, registration and examination fee are strictly non-refundable and non-transferable once the course had commenced.
PEI shall inform the Student immediately within three (3) working days if
I. It fails, for any reason, to commence the Course on the Course Commencement Date;
II. It terminates the Course, for any reason, prior to the Course Commencement Date;
III. It fails, for any reason, to complete the Course by the Course Completion Date;
IV. It terminates the Course, for any reason, prior to Course Completion Date; or
V. The Student's Pass application is rejected by Immigration and Checkpoint Authority (ICA).
The PEI shall, within seven (7) working days of notifying the Student in writing of above circumstances (i) to(iv), provide the Student with information and details of the alternative confirmed course arrangement to allow the Student to make timely and appropriate decision on the alternative arrangement.
Subject to Clause 9 (Standard Student Contract), the Student shall be entitled to immediately withdraw from the Course by giving written notice to the PEI of his/her intention to do so if the PEI is in breach of any of its obligations under this. Agreement or fails to perform its obligation(s) under the circumstances of Clause1.2i.
For circumstances under Section A, the PEI shall, within seven (7) working days after notifying the Student,refund to the Student:
I. The entire amount of the Course Fees;
The PEI shall also, as soon as practicable after receiving the Student's notice of withdrawal under Section B (and in any event no later than seven (7) working days after receiving such notice) refund to the Student the amounts stated in Clause 1.2iii.
Where the Student withdraws from the Course for any reason other than those set out in Clause 1.2ii or Clause 9, the PEI shall, subject to Clause 3.5 (Standard Student Contract), as soon as practicable after receiving the Student's written notice of withdrawal (and in any event no more than seven (7) working days after receiving such notice) refund to the Student the following sums (less any applicable bank administrative charges properly paid/payable under Clause 3):

The PEI shall provide the Student with a cooling-off period of  working days after signing this Agreement. Within these  days and regardless whether the Course Commencement Date has passed, the Student can submit written notice of withdrawal to the PEI and receive the Maximum Refund amount stipulated by the PEI under Clause 2.4 (less any Course Fees consumed by the Student if the withdrawal date is later than the Course Commencement Date and the Student has started the Course, any PEI administrative charges which are stipulated in the Miscellaneous Fees and any applicable bank administrative charges properly paid/payable under Clause 3). Any dispute in respect of how much Course Fees have been consumed pursuant to this clause shall be referred to mediation at the Singapore Mediation Centre (SMC) or Singapore Institute of Arbitrators (SIArb) through the CPE Student Services Centre pursuant to Clause 5.4,and only in respect of such decision, the decision of the Singapore Mediation Centre (SMC) or Singapore Institute of Arbitrators (SIArb) shall be final and binding on all parties. The PEI shall also bring to the Student's notice Schedule 3 - Standard Student Contract by notifying the student of his rights under the cooling-off period, and receive written acknowledgement as provided therein by the Student that Schedule 3 has been brought to his notice. In the event that the notice in Schedule 3 has not been brought to the Student's attention, the cooling-off period of  working days shall only commence from the date that Schedule 3 has been brought to the Student's notice, and the Student has acknowledged the same. The Student shall have the right to withdraw from the Course and receive a refund as stated in this Clause 2.5 any time before the notice in Schedule 3 has been brought to the Student's attention. Please consult your Programme Director before making the final decision.

If student wishes to withdraw from a particular module for a term, please complete the Application for Module Withdrawal form, obtainable from the Student & Administration Services Department. Please note that there is no refund of Course Fees. An administration fee of S$100 is payable on approval of the application. If student withdraws from a module by Week 2, this module will not be indicated on the transcript. For withdrawals between Week 3 and Week 6, a "W" for withdrawn will be reflected. Please note that for withdrawals after Week 2, student will have to pay a retake fee. Please refer to RCHE Student Handbook for the details of retake fee. Withdrawals after Week 6 will not be accepted.

All students will be covered by FPS (Insurance) for course fees paid throughout their studies with Raffles College of Higher Education under Lonpac Insurance Bhd.
Our insurance protects the insured student against the following events:
(1) Insolvency or Regulatory Closure of PEO
(2) PEO's failure to pay awarded sum by Singapore Courts to the Insured Student
(3) Accidental Death or Permanent Total Disablement to the Insured Student caused solely and directly by accidental,visible and violent means (excluding any sickness, disease or medical disorder)
